On September 9, 2024, marking the 75th anniversary of the establishment of diplomatic relations between China and Russia, the “China–Russia Far East and Arctic Cooperation Forum,” jointly organized by the Northeast Asian Research Center of Jilin University, the Northeast Asian Studies College of Jilin University, the Arctic Research Institute of Jilin University, and the China–Russia Regional Cooperation Research Center of Jilin University, was successfully held at Jilin University. In May 2024, the heads of state of China and Russia issued a joint statement in Beijing, emphasizing all aspects of deepening the China–Russia comprehensive strategic partnership of coordination for a new era. The statement noted that under the framework of the China–Russia Prime Ministers’ Regular Meeting Committee, the two sides would establish a subcommittee on cooperation in the Arctic shipping route, carry out mutually beneficial cooperation in Arctic development and utilization, and engage in constructive dialogue regarding China’s vessels navigating out to sea via the lower reaches of the Tumen River. Against this backdrop, the forum focused on the latest developments in China–Russia Arctic cooperation, providing new ideas for the further deepening of bilateral cooperation. The opening ceremony was chaired by Professor Li Tianzi, Director of the Arctic Research Institute of Jilin University, and Professor Cui Jian, Vice Dean of the Northeast Asian Studies College of Jilin University, delivered the opening remarks.




The forum invited nearly 20 experts and scholars from China and Russia for exchanges and discussions. The Russian participants included experts from government and policymaking institutions such as Roy Oleg, Director of the Ministry for the Development of the Russian Far East and Arctic; Senior Researcher Alexander Boleyko, Director of the Intelligent Transportation Technology Research Center of the Russian International Transport Research Institute and member of the China–Russia Transport Committee under the China–Russia Prime Ministers’ Meeting Committee; and Natalia Samsonova, Head of the Center for Eastern Planning of the Russian Federation. Also participating were scholars from universities and research institutions, including Senior Researcher Mikhail Kholosha, Advisor to the President of the Far Eastern State Maritime University; Sergey Biryukov, Director of the Russian Presidential Academy of National Economy and Public Administration; Professor Andrey Gubin of Far Eastern Federal University; and Associate Professor Roman Krol of the Far Eastern State Transport University.




Chinese and Russian scholars held discussions on topics such as “Policies and New Trends in the Development of Russia’s Far East and Arctic,” “China–Russia Arctic Cooperation,” and “Regional Cooperation between Northeast China and the Russian Far East.” Russian scholars introduced the recently concluded Eastern Economic Forum and the key points of President Vladimir Putin’s speech at the forum. Extensive exchanges were conducted on specific issues including Russia’s advanced development zones, the Vladivostok Free Port, the construction of Russian offshore centers, cooperation in building Arctic shipping routes, the Tumen River estuary, China–Russia talent exchange, cross-border tourism, and cross-border investment.




The conference combined theoretical research with the practical development of the Far East and the Arctic, providing support for deepening pragmatic cooperation between China and Russia in these fields. The insights of scholars from both countries offered valuable contributions to related research and provided important references for advancing practical cooperation in the Far East and Arctic regions in the new era, as well as for promoting peace and development in Northeast Asia.
